Blair City Council Summary



A public hearing on annexation of properties adjacent to and including the Hollow Road South By-Pass was continued at last night’s Blair City Council meeting and passed on first reading, two more readings are required for annexation and cannot be waived. Currently the by-pass is under the jurisdiction of the county, when the annexation is complete, those properties will fall under the city’s jurisdiction, meaning the city will be responsible for maintenance and policing of the By-pass, and also that some taxing of those properties could change. A second reading was held on the voluntary annexation of the Easter Seals Property,


A new polymer will be added to the Blair Water Treatment procedures. Some polymers are already in use. The material helps in the settling of the water, helping remove impurities from the water during treatment. No further impact on water prices is expected.


A proposal to allow golf carts on city streets did not pass on first reading. A number of the city council members express concern for the safety of those using golf carts on city streets. The vehicles do not have the same safety features as UTVs.

Among the many other matters at last night’s Blair City Council meeting, a resolution approving a new job description for a Water Treatment Plant Chemist passed. Cargill,which uses a large amount of Blair City Water, had requested and will fund the position to help make sure the water quality needed by the plant will be maintained to their specifications.


Council members also heard a proposal to designate a portion of the City of Blair Parking area in the 1700 block of Washington Street – as an Art Ally, with the potential for murals and sculptures. The murals would be painted on the back of the Blair Police station. The formation of a Blair Arts Council is underway with fundraising for the project already started by a number of interested individuals.
